Is marriage something allotted or it is a choice?

Shaikh Al Albani (Rahimahu Allah) answers:
" what is the difference between this question and the question  (how come) one is rich and another is poor, and one is beautiful and other is ugly, and so on.
No doubt, what is decreed for a person is an affair that will happen and none can repel it. However, he is required to strive; then he is not asked about the outcome of the matter if whatever happened ws contrary to what he chose.
So (lets say) this person was engaged to a woman, and he had tried hard to propose to her (thinking) she was righteous. Then, with time,it was revealed that she was bad, of course this is what was alloted. But everything is decreed as the Prophet (Salla Allahu alayhi wa sallam) said:
"Everything is decreed, even laziness and being active." (1)

However this does not mean that a person, withing his capabilities, is not required to strive to choose that which is good. No , this is something else. A person most strive, then the rest is up to Allah, tabaarak wa ta'ala.

So the answer is: Of course it is something allotted, as some people say, that a person puts his trust in Allah, and that is it. No (rather) he takes the means, then he puts his trust in the Lord of all lords.
